Noble Energy Receives First Deepwater Drilling Permit

The Interior Department agency overseeing the safety of offshore rigs Monday approved the first deepwater drilling perrmit since the explosion aboard the Deepwater Horizon rig and resulting oil spill last April. The permit allows Noble Energy to move forward with a bypass well in the Santiago prospect in Mississippi Canyon Block 519, about 70 miles southeast of Venice, LA. The Houston-based producer is the operator with a 23.25% working interest.

Liability Debated at Senate Deepwater Horizon Hearing

While the commission that was appointed by President Obama to look into the fatal explosion aboard the BP plc-leased Deepwater Horizon rig on April 20 continue to press for a higher liability cap on offshore damages and the creation of a separate safety institute, some senators are concerned with the fact that liability is centered solely on the operator, allowing contractors a free pass.

PG&E to Change San Bruno Pipeline Route

In separate actions last Thursday to provide utility bill discounts for victims of the San Bruno, CA, gas pipeline explosion and prepare for winter natural gas delivery operations in the event of a severe cold snap, the head of the California Public Utilities Commission (CPUC) said regulators would make sure the pipeline is rerouted.

Following up on its investigation of offshore drilling practices sparked by the major rig explosion and oil spill in the Gulf of Mexico last spring, the U.S. Department of the Interior (DOI) has formalized two new rules it said will help improve offshore drilling safety and spill prevention. The new rules came under immediate attack from producers, who argued they would extend the moratorium on deepwater drilling in the Gulf of Mexico even after the ban was lifted.
