PG&E Files $682 Million ’07 General Rate Increase Request

Fully financially recovered 18 months after emerging from three years in Chapter 11 bankruptcy, Pacific Gas and Electric Co. Friday filed a $682 million general rate increase request for 2007 with the California Public Utilities Commission. The bulk of the request — $481 million — is for its electric distribution utility operations, with the rest covering its natural gas distribution utility ($114 million) and electric generation ($87 million).

Oilsands Producers Turn to Gasification Technology Instead of Natural Gas

Demand destruction is creeping into the biggest emerging Canadian industrial natural gas consumer, Alberta oilsands operations. The biggest new development, Canadian Natural Resources’ (CNRL) 500,000 bbl/d Horizon Oil Sands Project, includes a C$1.4-billion (US$1.2-billion), long-range commitment to adopt “gasification” technology for making plant fuel from bitumen.

Bay State Completely Shuts Down IT Service for Next Winter

After emerging from what might be called the winter of discontent because of record high gas prices and demand, Bay State Gas Co. said it has decided to protect itself and its firm customers from any unexpected gas use next winter by cutting off service to interruptible (IT) customers from December 2004 through March 2005. However, some IT customers say it’s a ploy to get them to sign up for more expensive firm delivery service.

Proposed New Mexico Pipeline to Mexico Quietly Emerging

Private U.S. pipeline operators and a branch of Mexico’s state-owned energy company, Pemex, have been quietly examining the possibility of a new natural gas pipeline from New Mexico’s San Juan Basin to Juarez, across the border from El Paso, TX, according to a Houston-based energy consultant who closely monitors Mexican energy developments. The New Mexico pipeline concept is a more recent offshoot of earlier proposals for a new line from West Texas.
