FERC yesterday announced a series of actions aimed at boostingenergy supply, reducing demand and eliminating the deliveryconstraints that continue to plague the wholesale electricity andnatural gas markets in California and other western states.

FASB Ponders Eliminating ‘Pooling of Interests’

The Financial Accounting Standards Board (FASB) issued aproposal for public comment that would, among other things,eliminate the pooling of interests method of accounting forbusiness combinations. As part of its public consideration of theissues, the Board also will hold hearings on the subject early nextyear in New York and San Francisco. Comments on the proposal arerequested by Dec. 7.

LDCs Call for Removing SFV Rate Design

A group of 27 LDCs Monday proposed eliminating thestraight-fixed variable (SFV) rate design for all interstatepipelines in favor of a rate design for base or “recourse” servicethat recovers 35% of a pipeline’s fixed costs in the usage rate.
