House-Passed Energy Bill Offers Tax Breaks, Opens ANWR and Clarifies LNG Siting

The House on Thursday passed by a wide margin Republican-crafted omnibus energy legislation that gives energy companies multi-billion dollar tax breaks, clarifies that FERC has sole authority over the siting of liquefied natural gas (LNG) import terminals and lays the groundwork for oil and natural gas exploration and production to begin on the coastal plain of the Arctic National Wildlife Refuge (ANWR). The House bill is a major victory for President Bush, who has backed drilling in ANWR as part of his national energy policy.

Sempra Makes Major Baja LNG Sale; Class Action Lawsuit Set for Trial

Despite the dark shadow of a multi-billion-dollar, class-action lawsuit, alleging wholesale natural gas price manipulation, set for trial, San Diego-based Sempra Energy found plenty of reason to celebrate last week. The company negotiated a 15-year, $1.4 billion agreement to deliver to Mexico’s federal power agency a large portion of the liquefied natural gas (LNG) supplies that will arrive at its proposed North Baja receiving terminal.

Oneok Inks Multi-Year Gas Supply Deal with Peoples Gas

ONEOK Energy Marketing & Trading on Friday signed multi-year, multi-million dollar gas supply agreement with Chicago-based Peoples Gas Light and Coke Co. Although the companies did not specify the quantity of gas to be delivered by ONEOK at the Chicago citygate, ONEOK said that based on current futures prices, gas revenues under the agreement would total $300-575 million.

Dollar Crude Jump Puts Gas Futures Up 6.3 Cents on Light Volume

Despite the fact that trading volumes remained light due to Passover and upcoming Good Friday, May natural gas futures shimmied up 6.3 cents to close at $5.872, halting a two-day stretch during which the daily changes were less than a penny.
