CA Muni Finance Arm Eyes More Gas Deals, Renewables, Power Lines

With a shared goal of fuel and geographic diversity among its dozen muni utility members, the Southern California Public Power Authority (SCPPA) plans to continue its thrust from last year, looking at locking in more natural gas supplies, renewable energy projects and new transmission lines in the southern half of California in 2007. In an interview with Power Market Today Tuesday, SCPPA Executive Director Bill Carnahan outlined a full plate for the joint powers authority that sports a solid “A”-level credit rating.

Ohio Intrastate Plans 350 MMcf/d Expansion, Access to Chicago Hub, Rockies Supply

In an effort to provide Ohio customers with more gas supply diversity, North Coast Gas Transmission LLC said Thursday that it is planning a 350 MMcf/d gas pipeline expansion in Ohio that will provide access to Rocky Mountain production scheduled to arrive in the state through Kinder Morgan’s proposed Rockies Express pipeline (see Daily GPI, March 1). The expansion also will increase access to the Chicago Hub and to existing and potentially new gas storage facilities in the state.

Diversity of supply adds up to security of supply, Tim Bullock, president of BP Gas and Power North America, told about 1,200 Rocky Mountain producers gathered in Denver last week. “We’re going to need all of it, all sources of supply, including Alaskan gas and LNG, if we’re going to keep the price of natural gas at a level that allows demand to continue to grow,” he said.
