ICE Looks to Tackle Hurdle of Taking OTC Energy Options On-line

In a move designed to develop the electronic marketplace for over-the-counter (OTC) energy options, IntercontinentalExchange Inc. (ICE) said last week it plans to acquire the assets of OTC brokerage Chatham Energy Partners LLC for an undisclosed amount. The possibility of cracking the complex code for taking any form of options on-line could remove the last prop keeping the open outcry energy pit trading alive on the New York Mercantile Exchange’s (Nymex) trading floor, according to some traders.

The proposed Islander East pipeline, designed to carry natural gas 45 miles from Connecticut to Long Island, NY, was dealt a potentially fatal blow when a federal court set aside a U.S. secretary of commerce decision that had overruled Connecticut’s objections to the project.

Pacific Connector Begins Open Season

Pacific Connector Gas Pipeline LP, began a binding open season Thursday for capacity on its proposed interstate system, designed to transport gas from the proposed Jordan Cove LNG Import Terminal to be located at Coos Bay, OR, to southern Oregon. Pacific Connector is a limited partnership of Williams Pacific Connector Gas Pipeline LLC, PG&E Strategic Capital Inc. and Fort Chicago LNG II U.S. LP.

Pacific Connector Gas Pipeline LP, began a binding open season last Thursday for capacity on its proposed interstate system, designed to transport gas from the proposed Jordan Cove LNG Import Terminal to be located at Coos Bay, OR, to southern Oregon. Pacific Connector is a limited partnership of Williams Pacific Connector Gas Pipeline LLC, PG&E Strategic Capital Inc. and Fort Chicago LNG II U.S. LP. The proposed pipeline includes approximately 231 miles of 36-inch diameter pipeline between Coos Bay and Malin, OR, and approximately 20,000 horsepower of compression to provide peak day deliveries of 1 Bcf/d. Proposed interconnects include Williams’ Northwest Pipeline near Myrtle Creek, OR, Pacific Gas & Electric Co.’s backbone system, the Tuscarora Gas Transmission system and Gas Transmission Northwest, all located near Malin. Pacific Connector already has received expressions of interest for the majority of the capacity on the proposed pipeline, backers said. During the open season, it will accept binding agreements from interested parties for firm capacity from the LNG terminal to any delivery points along the pipeline route to Malin. The project is on course for an early 2Q2007 FERC certificate application date, supporting a fourth quarter 2011 in-service date.
