Although maligned and defined in various quarters by its “alphabet soup” approach to energy acronyms and detailed action plans, California needs to expand its return to comprehensive energy planning with something called “DRP,” dynamic resource planning, according to the chairman of the California Energy Commission (CEC), Joseph Desmond, speaking Monday at the opening session of the three-day national conference of the American Public Power Association (APPA) in Anaheim, CA.

Market Share Defined in Georgia

The 16 gas suppliers vying for Georgia customers had theirmoment of truth earlier this month, as Atlanta Gas Light (AGL)determined their market share and presented the results to theGeorgia Public Service Commission (GPSC). As expected, GeorgiaNatural Gas Services, an AGL affiliate, and Scana Energy Marketinggained the most customers, receiving over 60% of the market betweenthem.

Mexico Defines Another Distribution Zone

Mexico’s energy regulatory commission (CRE) has defined a newgas distribution geographic zone and put out a call for bids fordevelopment of a distribution system expected to cost about $35million. The system will serve the region of North Bajio includingmunicipalities Aguascalientes-Jesus Maria-San Francisco de losRomo, Aguascalientes; San Luis Potosi-Soledad de Graciano Sanchez,San Luis Potosi; and Zacatecas-Guadalupe, Fresnillo, Calera andMorelos, Zacatecas.

Mexico Defines Another Distribution Zone

Mexico’s energy regulatory commission (CRE) defined the gasdistribution geographic zone of North Bajio to includemunicipalities Aguascalientes-Jesus Maria-San Francisco de losRomo, Aguascalientes; San Luis Potosi-Soledad de Graciano Sanchez,San Luis Potosi; and Zacatecas-Guadalupe, Fresnillo, Calera andMorelos, Zacatecas. About $35 million will be needed to develop thedistribution network, the CRE said. Belgian company Tractebel issaid to be interested in developing the distribution system. Theregion has more than 1.6 million residents and 342,000 homes 86% ofwhich are equipped with running water and liquefied propane gasinstallations. The homes consume about 16.2 MMcf/d of propane.

Market Slide Comes to End With Modest Upturn

The moderate price slide that defined much of the cash marketsince late last week reached a plateau Tuesday as flat to slightlyhigher pricing dominated reports. The correlation of cash movementwith a tight-ranged screen was very high, sources said. A gradualwarming trend was just starting to be felt in the major marketareas of the Midwest and Northeast, they added, but it was lendingsupport to small price increases at citygates and in the Gulf Coastand Midcontinent regions.
