Wyoming Gov. Dave Freudenthal said a federal Endangered Species Act listing for the sage grouse would impact 83% of the gas production, 64% of the oil production and 80% of the coal production in his state. Speaking at a state wind energy symposium earlier this month, Freudenthal said he expected energy developers to prevent the economic harm he sees befalling Wyoming if the sage grouse is placed under the Act, according to a report on the symposium. Different viewpoints were expressed by other speakers at the symposium. Erik Molvar, director of the Biodiversity Conservation Alliance, said the wind industry faces restrictions related to the sage grouse, but the gas, oil and coal industries do not. Aaron Clark, a rancher and energy advisor to the governor, said the sage grouse core areas negotiated between the state and fossil fuel industries would cause little disruption of those industries. Clark said protecting the grouse within core areas would impact only about 4% of the coal industry and 2% of natural gas lands.

Dave Neslin, who has been acting director of the Colorado Oil and Gas Commission (COGCC) since November 2007, has been named director by state officials. Neslin, who holds a law degree, has run the commission in an acting capacity since it began to revamp the state’s natural gas and oil drilling rules. “After a rigorous testing and interview process, the commission unanimously recommended David Neslin and I am pleased to have him at the helm of the COGCC,” said Harris Sherman, executive director of the Colorado Department of Natural Resources (DNR), which oversees the commission. Sherman called Neslin “a consummate professional whose fairness and integrity will be invaluable assets as Colorado develops its rich natural gas resources.” Since August 2007 Neslin also had been serving as assistant director for energy and minerals within the DNR. He will step down from that position.

Chevron Spends for the Long Term, Readies Deepwater Start-Ups

Chevron Corp. CEO Dave O’Reilly on Tuesday said the company can’t commit to a long-term 3% increase in its worldwide natural gas and oil production because of the “uncertain point in the global economy,” but 2009 output should jump 4% from 2008 levels because of the slate of new projects nearing completion.

Dave Freudenthal urged that the state not get into the natural gas business, although he reiterated his support for the activities of the state pipeline authority. He supports the Wyoming Pipeline Authority’s (WPA) work to deal with the price differential for stranded gas in the state.
