A cap-and-trade system to curtail greenhouse gas (GHG) emissions that hands out credits to polluters for free would be worse than doing nothing as it would subsidize the dirtiest coal-fired generators, a Rice University researcher has warned.

Devon Beats Quarterly Output Records, Begins Voluntary Curtailments

After achieving the highest quarterly output in company history, Devon Energy Corp. through the rest of the year will voluntarily curtail around 3 million boe/d in the U.S. onshore, CEO Larry Nichols said Wednesday. However, the independent still expects annual natural gas and oil production to jump by 3%.

Chesapeake Doubles Gas Shut-ins to 400 MMcf/d

Chesapeake Energy Corp. is shutting in more natural gas production because of continued low wellhead prices, the producer said Thursday. Plans are to curtail 400 MMcf/d (gross), which is twice as much as Chesapeake began to defer in early March (see NGI, March 9).

Multiple solutions will be required to meet energy demand and curtail greenhouse gas emissions that will result from population growth and economic expansion, ExxonMobil Corp. said in its “Outlook for Energy: A View to 2030,” the latest iteration of the annual report. Fossil fuels will retain their primacy among energy sources, but nuclear power and renewable energy will take a growing slice of the pie.

Record demand of 659 MMcf/d last week on San Diego Gas &Electric’s system forced the utility to curtail about 120 MMcf/d ofdeliveries to six interruptible customers, including two powergenerators and four commercial and industrial customers in SouthernCalifornia, SDG&E spokesman Art Larson said. Demand on thesystem Thursday would have exceeded SDG&E’s capacity withoutthe curtailments.

El Paso Blames Curtailments on Scheduling Flexibility

El Paso Natural Gas openly concedes it has had to curtaildeliveries on the East End of its system between the San Juan Basinand Texas in recent months, but it said it wasn’t because it hasoversold capacity on that section of its system, as KN MarketingL.P. has alleged. Rather it’s been due to the schedulingflexibility El Paso affords shippers that allows them to use anyreceipt point on the system, up to the volume limit of theircontract.
