DCP Midstream LLC is buying Seaway Products Pipeline Co. from ConocoPhillips in order to create natural gas liquids (NGL) transportation capacity from the Midcontinent to higher-value markets on the Texas Gulf Coast. In doing so it will be capitalizing on a durable spread in ethane prices between the two markets, analysts said last Thursday.

The Texas Senate passed a bill that would create the Texas Energy Policy Committee, which would advise lawmakers on energy-related issues. The measure was introduced by Sen. Troy Fraser (R-Horseshoe Bay). It also would require the Railroad Commission of Texas to study the state’s coal and natural gas reserves and advise on their best use for power generation. The 12-member committee would include the chairs of five state agencies, two senators, two House members, two academic members and an appointed director. The measure is now to be considered by the House.

A bill being considered by the Alaska House of Representatives, which would create a rebuttable presumption that TransCanada’s natural gas pipeline project is uneconomic because it failed to garner sufficient firm transportation commitments during its first open season, amounts to a unilateral changing of the rules by the state and jeopardizes the project — and possibly future gasline projects — according to TransCanada Corp. Vice President Tony Palmer.
