DCP Midstream LLC is buying Seaway Products Pipeline Co. from ConocoPhillips in order to create natural gas liquids (NGL) transportation capacity from the Midcontinent to higher-value markets on the Texas Gulf Coast. In doing so it will be capitalizing on a durable spread in ethane prices between the two markets, analysts said Thursday.

Until further notice, Columbia Gulf said Thursday it will not be accepting imbalance paybacks or allowing shippers to create new length on their contracts.

Marcellus Shale gas operators in Pennsylvania are poised to comply with last month’s request by the Department of Environmental Protection (DEP) to stop delivering wastewater to 15 municipal wastewater treatment facilities by Thursday (May 19).

The Texas Senate passed a bill that would create the Texas Energy Policy Committee, which would advise lawmakers on energy-related issues. The measure was introduced by Sen. Troy Fraser (R-Horseshoe Bay). It also would require the Railroad Commission of Texas to study the state’s coal and natural gas reserves and advise on their best use for power generation. The 12-member committee would include the chairs of five state agencies, two senators, two House members, two academic members and an appointed director. The measure is now to be considered by the House.

Two multi-state organizations, with the help of oil and gas companies, are preparing to launch a website Monday that will provide the public with a comprehensive list of chemicals used in hydraulic fracturing.
