OK Attorney General Accuses OCC of Ex Parte Discussions with ONG

Oklahoma Attorney General Drew Edmondson last week accusedOklahoma Corporation Commissioners of having improper discussionswith ONG during recent settlement negotiations and has asked eachcommissioner to recuse him/herself from the proceedings if suchdiscussions indeed happened. None of the three commissioners agreedto do so.

Virginia SCC to Take Long Look at Dominion-CNG Merger

Virginia’s State Corporation Commission (SCC) said it plans touse the full 180 days allowed by Virginia law before ruling onDominion Resources’ merger with CNG. The announcement was made justtwo weeks after CNG cited fewer potential regulatory problems as amain reason for selecting the Dominion bid over a hostile offerfrom Columbia Energy Group (See Daily GPI, May 13). If the SCCtakes the full 180 days, a decision would not be reached until Nov.17.

Columbia Gas of Virginia filed a motion with the Virginia StateCorporation Commission (SCC) last week to extend its pilot programthrough Oct. 1, 2000. The two-year program is set to expire inOctober of this year. The SCC said no date has been set for aruling on the filing.

Oklahoma Corporation Commission (OCC) staff, ONEOK Inc. and itssubsidiaries Oklahoma Natural Gas (ONG) and Kansas Gas Service(KGS) reached negotiated settlement of a number of interim issueson rates, unbundling of assets and competitive bidding for gasservices. The stipulated agreement must still be approved by OCCcommissioners. Once that happens, it will hasten wholesale and thenretail unbundling in the state.

Western, KCPL Agree With KCC Staff

Western Resources of Topeka, KS, said a stipulation andagreement had been reached with the Kansas Corporation Commission(KCC) staff, resulting in a proposed set of recommendations forsettlement in the company’s merger with Kansas City Power &Light. The agreement has been filed with the KCC. The City ofTopeka has agreed to, and the International Brotherhood ofElectrical Workers local 304 support the recommendations andstipulations. OK Delays Retail Unbundling, Blames ONG

The Oklahoma Corporation Commission (OCC) delayed the state’sretail gas unbundling 20 months, saying tax and other issues needmore consideration and noting upstream unbundling must come firstanyway.
