Analysts: Alberta Gas Shut-Ins Have Minimal Impact

The impact of Alberta’s crude bitumen conservation policy on natural gas production and the gas companies operating in the shut-in area has been minimal, said Lehman Brothers analysts Thomas Driscoll and Phillip Skolnick. Only about 95 MMcf/d out of a possible 232 MMcf/d of Alberta gas production has been shut in on an interim basis as a result of the policy handed down this summer by the Alberta Energy and Utilities Board (EUB).

The Alberta Energy Resources Conservation Board made it official last week, confirming independent reports that the province, the mainstay of Canadian natural gas, has passed a historic turning point, with aging fields past their prime entering a long-range decline. At the same time the province moved to shut in some gas production to protect its oil potential.

CA Power Authority Wants to Establish 22% Reserve Target

Barely visible in this time of extreme budget constraints, the California Consumer Power and Conservation Financing Authority (power authority), will reemerge in Sacramento later this month to set the stage for establishing a 22% electricity reserve target for the state next month in one of its first rulemakings as an neophyte state agency spawned by the now long-gone electricity crisis of 2000-2001. One quarter to one half of the new target would come from demand-side management, according to a draft proposal.
