Transportation Notes

Southern Natural is conducting a shut-in test at its Muldon storage field, which is reducing storage injection capacity by 64%. Based on current supply and projected demand, Southern will substantially exceed its maximum storage capacity on Thursday. Southern said unless there is a significant reduction in supply, a Type 6 OFO could be implemented.

Transportation Notes

Transwestern is conducting turbine meter cleaning and inspections on its San Juan Lateral. The work will limit New Mexico measurement points PNM/Blanco and TransColorado to maximum flows of 100,000 MMBtu/d each Thursday and WFS Kutz to 54,000 MMBtu/d Friday. Flow at Colorado measurement points will be limited to 200,000 MMBtu/d each at Northwest Pipeline Monday and at WFS Ignacio Tuesday.

IntercontinentalExchange (ICE) said it is conducting an internal investigation into a report by Duke Energy on Tuesday that it conducted 23 round-trip trades on the electronic trading system. ICE said that as a part of its investigation it will consider whether enhanced internal procedures are necessary to ensure the orderly, efficient and fair markets that customers expect. Duke told the Securities and Exchange Commission the transactions “had the apparent purpose of increasing volumes” on ICE and increased its revenues by $127 million in 2001, or about 0.25% of its $51 billion in gross revenue from gas and electricity trading and marketing last year (see Daily GPI, July 17). Duke is one of 13 equity owners in ICE.

Alaska Holds Open Season for North Slope Gas

The state of Alaska is conducting an open season for offers to purchase up to 70% of its royalty share of gas to be produced from the North Slope, in preparation for an open season on space in a proposed new pipeline to ship gas south to Canada and the Lower 48. The state expects a pipeline open season will occur in 2002, although not in the first quarter.

Dominion Holds Open Season on Salt Cavern Storage

Richmond, VA-based Dominion said it is conducting an open season in the first quarter of 2002 to seek customers for high deliverability storage service from its Hackberry storage facility in southwest Louisiana. Dominion said it plans to construct compressor facilities and natural gas pipelines to connect Hackberry’s existing salt caverns to several interstate pipelines in the area that carry supplies to the major U.S. markets.

NYPSC Deems Gas Supplies Adequate; Prices Lower

After conducting its own research, the New York State Public Service Commission (NYPSC) said gas supplies are “sufficient” to meet forecasted demands of New York State customers this winter and prices are expected to be lower than last winter.
