Interior Reports Rockies Gas Resources Largely Accessible to Producers

A report to Congress issued Thursday by the Department of the Interior concludes that an estimated 57% of the oil and 63% of the gas resources in five major geologic basins in the Rocky Mountain region are accessible to drilling companies under standard leasing terms, and only 15% of the oil and 12% of the gas are totally unavailable. The remaining oil and gas resources are available with increasing restrictions on development.

Portland General Refutes FERC Staff’s False Congestion Report

Portland General Electric (PGE) is taking umbrage with a recent FERC staff report that concludes that the Enron Corp. subsidiary jointly developed an arrangement under which Enron Power Marketing Inc. (EPMI) was able to implement a scheme to create false congestion and to receive payment for relieving that congestion on California’s transmission lines.

The antitrust division of the Department of Justice (DOJ) is probing allegations raised in a PJM Interconnection report that concludes that earlier this year a market participant exercised undue market power in PJM’s capacity credit markets, causing the price in those markets to spike higher than it would have otherwise been in a competitive market.
