Weather, Futures Spur Gains at Most Points

It wasn’t a complete upturn, but the hints in the previous day’s market that a lessening of overall weakness might lead to a general rally Thursday came to fruition. Abetted by the May futures increase of 9.2 cents Wednesday and a rather slow easing of cold weather in much of the northern U.S. and Canada, a mixed market saw gains outnumbering losses.

California Regulators Warn PG&E About Pipe Data; Fines Possible

California regulators scolded Pacific Gas and Electric Co. (PG&E) Wednesday for allegedly failing to heed an order to complete a data search on the past pressure testing of all of its natural gas transmission pipelines in heavily populated areas. Instead, PG&E submitted incomplete data on Tuesday that even its president said he was not satisfied with (see Daily GPI, March 17).

Transportation Notes

Saying it expected to complete repairs sometime Friday, Rockies Express (REX) declared a force majeure event for Thursday’s gas day at Bertrand Compressor Station due to an aftercooler leak on Unit 5. Until further notice REX was limiting quantities through Segment 250 to 1,730,000 Dth/d. Based on the level of scheduled quantities, AOR/IT, secondary and primary FT quantities are at risk of not being fully scheduled, the pipeline said.
