California Gov. Jerry Brown named a new commissioner to the five-member California Public Utilities Commission (CPUC), Carla Peterman, currently a Brown-appointee on the California Energy Commission (CEC). Separately, the CEC also announced that Brown reappointed Karen Douglas, to the CEC, which is operating with four of its five-member seats currently filled. Peterman succeeds Timothy Alan Simon, whose six-year appointment ends Dec. 31. Simon had been the CPUC natural gas expert and served as chairman of the gas committee at the National Association of Regulatory Utility Commissioners. Before joining the CEC in 2011, Peterman served on the board of The Utility Reform Network. Douglas has served on the CEC since 2008 and prior to that was director of California Climate Initiative for the Environmental Defense Fund. Both appointments requires state Senate confirmation.

David Porter, commissioner on the Railroad Commission of Texas, has been appointed by the state’s governor to serve as the official representative of Texas to the Interstate Oil and Gas Compact Commission (IOGCC), a multi-state agency that works to ensure that the nation’s oil and natural gas resources are conserved and maximized while protecting health, safety and the environment. Porter will serve as host for IOGCC’s 2012 Annual Meeting Oct. 29 through 31 in San Antonio. His ongoing responsibilities at IOGCC include serving as spokesman for the group in Texas, meeting with the governor to discuss current issues, authoring/sponsoring IOGCC resolutions, voting during business session, participating in committees and regularly attending meetings.

Moeller: Rulemaking Possible for Gas-Power Coordination

FERC Commissioner Philip Moeller last week said a formal rulemaking may be required to resolve the inconsistencies in scheduling so that natural gas pipelines can better serve power generation markets. But an opposite opinion is held by Chairman Jon Wellinghoff, who earlier this month suggested that a rulemaking was not the way to go (see NGI, Sept. 10).

FERC Commissioner Philip Moeller Tuesday said a formal rulemaking may be required to resolve the inconsistencies in scheduling so that natural gas pipelines can better serve power generation markets.
