BC Government Looks to Open Western Offshore Drilling

Amid preparations for spring public hearings, a British Columbia government eager to capitalize on strong natural gas markets has put out a reminder that a formula has already been found once for opening up the West Coast of Canada to offshore drilling.

Citing recent low temperatures and production losses in northeast British Columbia, Westcoast said Tuesday it was “experiencing extremely low linepack conditions.” In order to protect operational integrity, the pipeline said shippers’ account availabilities at all receipt points would be limited to their current production levels effective immediately. Account availabilities will be adjusted as production levels increase or decrease, Westcoast said. Kern River reported Tuesday afternoon being informed that due to problems with the Jonah Field’s supply of gas to the Opal Plant, cuts were likely in that day’s 4th nominations cycle. Shippers were urged to call suppliers to see if a supply realignment was necessary.

The full U.S. Court of Appeals for the District of Columbia Circuit has refused an appeal by the administration to overturn a lower court’s discovery order that requires Vice President Dick Cheney’s Energy Task Force to turn over the names of companies that participated in drawing up the administration’s energy policy.

Columbia Gas said Thursday a Critical Day designation for Market Area 34 in southeastern Virginia, initiated Sunday, will remain in place Friday through Sunday and will also be applied to storage injections. Based on forecasted markets, available facilities and capacity utilization, there is still no non-firm capacity available to Market Area 34, the pipeline said. In addition, it projects that no excess injection capacity will be available for non-firm storage services, thus ruling out MDIQ overruns, SIT injections, imbalance paybacks and ISS injections.

Industry Briefs

A Canadian environmental review panel approved the proposed Georgia Strait Crossing natural gas pipeline in British Columbia, BC Hydro said on Wednesday. The National Energy Board panel’s ruling will be submitted to federal Environment Minister David Anderson. It is a significant regulatory step forward for the project, which extends from Sumas, Washington, to Vancouver Island. The 85-mile pipeline is a joint proposal of BC Hydro and Williams.

Cal-PX Asks FERC for Guidance in Distributing $1 Billion of Collateral

In responding to a complaint from British Columbia-based Powerex to have its collateral returned, the defunct and bankruptcy-restricted California Power Exchange (Cal-PX) fired back last Tuesday asking FERC to set generic guidelines on the distribution of nearly $1 billion in collateral from about 30 energy merchant sector participants that is held under Cal-PX’s caretaker administration. Cal-PX has made this same request in two other individual collateral cases brought before the Powerex one.
