CA Governor Writes President Bush about Greenhouse Gas Waiver

As his statewide summit on global climate change was getting under way in San Francisco Tuesday, California Gov. Arnold Schwarzenegger released the copy of a letter the governor sent to President George W. Bush Monday requesting that California be given a waiver from federal preemption of its greenhouse gas (GHG) emissions standards. Schwarzenegger was following up on a request his Resources Agency made last December.

APGA Chief Takes Preemptive Shot At Senate Climate Change Proposal

Taking preemptive action, the chief of the American Public Gas Association (APGA) on Monday blasted a climate change amendment that U.S. Sen. Jeff Bingaman (D-NM) may offer as part of pending energy legislation. APGA CEO Bert Kalisch took specific exception with an element of the anticipated amendment that would require pipeline transmission owners to buy emission credits.

CA Fiscal/Political Crises Could Lower DWR Ratings, S&P Says

California’s topsy-turvy fiscal and political climate this summer, with a $38 billion annual budget deficit still waiting to be patched over, does not immediately impact the standing of the state’s former wholesale net-short power buyer, the Department of Water Resources (DWR), but it could longer term, Standard & Poor’s Ratings Services (S&P) said Monday in a terse credit report.

Despite Industry Climate, BP Posts Gains on Quarter, Full-Year

More than compensating for the company’s poor refining results, BP’s Exploration and Production (E&P) segment boosted net income to $651 million for the fourth quarter, compared to a loss of $603 million in the year earlier quarter. For full-year 2002, net income increased to $6.85 billion from $6.56 billion in 2001. Sales on the year increased to $202.5 billion from $200 billion.

Davis: Warm Winter ‘Baffled’ Him, Showed Difficulty of Seasonal Forecasts

All of the climate trends pointed to this past winter as being especially cold, and the warm weather completely “baffled” one of the leading meteorologists in the country.
