Citing forecasts of low temperatures in its market area, Northern Natural Gas said it is expanding a System Overrun Limitation for Zone EF that had been in effect for Tuesday and Wednesday into Zones ABC and D Thursday. The pipeline also declared a force majeure at the Palmyra (NE) Compressor Station, saying it had encountered mechanical issues with Unit 26. The outage, expected to last “several days,” is reducing capacity through Palmyra by 120,000 MMBtu/d, affecting both the Palmyra North and Oakland groups downstream of the Palmyra constraint point, Northern said. However, based on current and forecasted loads, it did not expect allocations of these groups.

CFTC Proposes Limits on Energy Futures Markets Speculation

Citing the apparent trading irregularities of Amaranth Advisors LLC and large positions taken by the United States Natural Gas Fund LP (UNG) as evidence of the need for action, the Commodity Futures Trading Commission (CFTC) Thursday voted out a notice of proposed rulemaking (NOPR) that would set limits on speculative trading of exchange-traded futures and options contracts in major energy markets.

Editorial Calls for ‘Safer Alternative’ to Distrigas LNG Terminal

Citing concerns about a planned liquefied natural gas (LNG) shipment from terrorist-torn Yemen to Boston Harbor in February, a Boston Globe editorial Tuesday chided natural gas industry and public officials for not coming up with a “safer alternative” to the Distrigas of Massachusetts import terminal in Everett, MA (see Daily GPI, Jan. 5).

Citing “historically high storage inventory levels and projected high injection requirements for the upcoming weekend,” Southern Natural Gas said Friday it was implementing an OFO Type 6 for long imbalances Saturday until further notice (although it said in another notice that the OFO was unlikely to continue Monday). Tiered imbalance penalties were set for positive imbalances exceeding 2%, or 200 Dth, whichever was greater.

Transportation Notes

After ending a previous Overage Alert Day Wednesday, Florida Gas Transmission declared a new one for market-area customers Thursday, citing forecasts of Florida highs in the 90s and heavy utilitization of pipeline capacity. The tolerance for negative daily imbalances was set at 15%.
