Chevron Gains Mexican Environmental Approval for Baja LNG Terminal

ChevronTexaco Corp., which wants to build an offshore liquefied natural gas (LNG) receiving and regasification terminal about eight miles off the coast of Baja California, Mexico, last week gained approval for the project from Semarnat, Mexico’s environmental agency. The oil major still needs approval from other Mexican regulatory officials, including the Comision Reguladora de Energia, before construction may begin.

ChevronTexaco and partner BG will be delivering 80 MMcf/d of gas from Trinidad to Southern LNG’s Elba Island re-gasification terminal in Georgia beginning in 2005 and continuing through 2023. The producers received approval from the Ministry of Energy and Energy Industries for development of Dolphin Deep and Starfish fields offshore Republic of Trinidad and Tobago. The fields will supply a long term liquefied natural gas (LNG) contract with El Paso Merchant Energy to import LNG into the U.S. market.

Dynegy to Process NGL Production for Enterprise Affiliate

Dynegy Liquids Marketing and Trade has entered into a long-term agreement with Venice Energy Services Co. LLC (VESCO) to provide natural gas liquids (NGL) production with access to additional markets. VESCO, an affiliate of Enterprise Products Partners LP, processes gas production for producers in the central and eastern Gulf of Mexico. The limited partnership includes Enterprise, ChevronTexaco, Dynegy Inc. and Koch Industries.

Sempra Eyes LNG Terminal in North Baja

Throwing its hat in the ring with a number of U.S. energy giants such as El Paso Corp. and Chevron, San Diego-based Sempra Energy is pursuing a proposal for an on- or offshore liquefied natural gas (LNG) receiving terminal along the Pacific coast of northern Baja somewhere in a 70-mile strip south of the U.S. border. The proposed project would be financed by a consortium that would include Mexican interests, as well as Sempra. A formal announcement about the project is expected to come later in the month, according to Sempra officials.

Chevron, Amoco Production, CanWest Gas Supply, Aera Energy and RME Petroleum have called on FERC to stop Kern River Gas Transmission from overselling delivery point rights at Wheeler Ridge into the Southern California Gas Co. distribution system.
