After spiking nationally and at the California border in late February, natural gas prices have come down to more normal levels and the spikes were not caused by market manipulation, according to California energy officials who participated in a Sacramento press conference and conference call Wednesday. A California Public Utilities Commission staff official cautioned that the results are “preliminary” and the state will continue to look for the possibility of inappropriate behavior among market players.

Nymex Plans Clearing Services for OTC Energy Contracts May 31
The New York Mercantile Exchange (Nymex) will launch over-the-counter (OTC) energy clearing services for 25 of the most commonly traded OTC energy contracts, giving the energy markets new products to trade, much needed trading security and new trading flexibility. Nymex plans to launch the services on May 31.

Effective today, Northern Border is lifting a firm-only restriction on its 42-inch Monchy/Port of Morgan to Ventura segment. The constraint had been implemented Wednesday due to compressor station outages upstream of Ventura (see Daily GPI, Oct. 4).

Northern Border said “concurrent unplanned compressor station outages upstream of Ventura” Monday evening prompted it to place a firm-only scheduling restriction on the 42-inch pipeline segment (Monchy/Port of Morgan to Ventura) for the gas days of Wednesday and today. Gas Control will re-evaluate conditions this morning to determine if the constraint will be lifted Friday.
CA Power Prices Dropping; Long-Term Contracts Increase
As gas prices plummeted more than $5/MMBtu last week at the Southern California border, conservation, cool temperatures and more long-term contracts pressured power prices lower in the state to the point where generators “are having to compete for first time in months to sell us energy,” Ray Hart, deputy director of the California Department of Water Resources (DWR) said last Thursday.
