FERC Backs PG&E Pipe’s Action against Credit Risky Marketer, to a Point

In what may be the prelude to a key ruling involving pipeline credit issues, FERC said PG&E Transmission, Northwest Corp. (PG&E-GTN) was correct last fall when it determined that Denver, CO-based marketer, e prime Inc., was no longer creditworthy under the pipeline’s tariff guidelines, and threatened to suspend service to the company. However, the agency deferred ruling on whether PG&E-GTN had the authority to demand from e prime a 12-months pre-payment of service to continue as a shipper.

WA Public Utility Backs Away from NW Pipe Capacity Deal

In the space of less than two years the robust market in the Pacific Northwest for added power generation capacity and corresponding demand for new interstate natural gas pipeline capacity has dried up. This fact has been made clear in current negotiations between the Snohomish (WA) County Public Utility District (PUD) and Williams’ Northwest Pipeline Co. unit over a $6.7 million annual payment the utility agreed to make for added new gas pipeline capacity.

Senate Committee Backs Power Plant Emissions Reduction Bill

The Senate Environment and Public Works Committee last Thursday voted out legislation that seeks to cut emissions of power plant pollutants, but several lawmakers predicted that the bill, S. 556, will not be able to muster the votes needed to pass the full Senate. They voiced concerns that it would result in dramatic fuel switching to natural gas, which they charged could threaten the reliability of the nation’s electric power system.

Head of Senate Energy Panel Backs New Mexico Candidate for FERC

Senate Energy Committee Chairman Jeff Bingaman (D-NM) is backing Suedeen Kelly, a University of New Mexico law professor, to fill the next Democratic opening on the Federal Energy Regulatory Commission, which could come as early as June. The re-appointment by President Bush of Commissioner Linda Breathitt, a Democrat whose term is set to expire at the end of June, remains somewhat uncertain at this point.
