Due to anticipated colder temperatures and in order to maintain linepack, Tennessee said an OFO Action Alert will become effective Sunday “for all LMS-PA Balancing Parties (including SA contracts acting as balancing parties), LMS-MA and LMS-PL Balancing Parties with meters located in Zones 4, 5 and 6.” Affected shippers are limited to an imbalance tolerance of 2% or 500 Dth, whichever is greater.

Southern Natural Gas said it will resume maintenance Friday on the Cypress Line, with an anticipated mid-February return to service. During the work Southern will not accept nominations at the AGL-Cypress Brunswick and Plant Brandy Branch-JEA meters.

Market demands anticipated in conjunction with below-normal temperatures forecast for much of its Northeast market area required that an Imbalance OFO be issued effective Sunday, Transco said. OFO conditions were the same as for one issued earlier this month (see Daily GPI, Jan. 12).

Transportation Notes

Citing anticipated demand in conjunction with below-normal temperatures forecast for much of its market area, Transco said an Imbalance OFO will become effective Tuesday. The OFO requires shippers to ensure that daily due-pipe imbalances be limited to 5% or 1,000 Dth, whichever is greater, Transco said. Due-shipper imbalances will not be subject to penalty. In addition, effective Sunday Transco was not allowing either makeup nominations for due-shipper imbalances or excess storage withdrawals under Rate Schedules GSS and WSS.

The much-anticipated Millennium Pipeline, which had been planned for a decade and experienced a series of delays through mid-December, was placed into complete service Dec. 22 and deliveries to its anchor shippers have begun, Millennium Pipeline Co. LLC said.

Millennium Pipeline to Open Monday; Empire in Service

National Fuel Gas Co. subsidiary Empire Pipeline has placed in service Empire Connector, one of five projects that make up the Northeast Project, and the much-anticipated Millennium Pipeline, which had been set to go into service last week (see NGI, Dec. 1), was instead scheduled to go into service Monday (Dec. 22).

FERC Splits the Baby on Dominion Cove LNG Terminal

In an attempt to mollify the courts, Dominion Cove Point LP and Washington Gas Light (WGL), FERC last Tuesday split the baby in a much-anticipated order, giving Dominion Cove Point the go-ahead to resume expansion of its liquefied natural gas (LNG) import terminal on Maryland’s eastern shore, while at the same time barring the flow of the additional expansion-related LNG volumes to WGL to shield its distribution system from further system leaks.
