Affiliates Algonquin and Texas Eastern both reported “limited operational flexibility to manage imbalances” Thursday, and along with a request that shippers and point operators adhere to scheduled volumes, they said effective Friday no nominations for due-pipe imbalance makeups or that create due-shipper imbalances will be allowed. This restriction will remain in effect through Monday, the pipelines said.

Affiliated pipelines Texas Eastern and Algonquin cited impending cold weather and high demand in saying they will restrict nominations creating due-pipe imbalances and resolving due-shipper imbalances starting Sunday until further notice. The restrictions will be enforced “regardless of the shipper’s cumulative imbalance,” the pipes said.
Algonquin Breaks Ground on Millennium-Linked Expansion
Algonquin Gas Transmission LLC broke ground Tuesday on its Ramapo Expansion, which includes a new compressor station in Oxford, CT; replacement of approximately five miles of natural gas pipeline in Ramapo, NY; new turbine compressor units at three existing stations in New York and New Jersey; and upgrades to other existing facilities.

Algonquin Gas Transmission received more than 1.3 Bcf/d of interest from shippers during its binding open season for its proposed east-to-west expansion project, the Spectra Energy pipeline said. The open season, which closed March 20, was held in response to interest from customers needing capacity to serve the Northeast market. “Market interest in the East to West project is very strong, and exceeds our expectations,” said Bill Yardley, group vice president for Spectra Energy. The project, which will use existing mainline infrastructure, is expected to be in service by Nov. 1, 2009. Incremental expansion will be constructed as needed and existing rights of way will be leveraged to the fullest extent practical in order to minimize environmental and landowner impacts, the pipeline said. Next steps include negotiating definitive agreements with shippers, initiating public outreach and beginning the FERC pre-filing process.
