The industry spent 35% more on offshore drilling in the U.S. andabout 10% more on gas-directed drilling last year than in 1997,according to the 1998 Joint Association Survey on Drilling Costs(JAS) by the American Petroleum Institute.

The Canada-Nova Scotia Offshore Petroleum Board announcedwinning bids on eleven parcels (about three million acres) in theNova Scotia offshore area last week. PanCanadian was the majorwinner with a position in six of the eleven parcels. PanCanadianmore than doubled its net land holdings. Its six parcels cover morethan 1.7 million gross acres. In total, PanCanadian holds interestson more than four million gross acres across both the shelf anddeep waters offshore Nova Scotia. “We see offshore Nova Scotia asone of the most promising exploration regions in North America.”With the additions “we have clearly established a core explorationarea for PanCanadian,” said PanCanadian CEO David Tuer. In the landsale, conducted by the Canada Nova Scotia Offshore Petroleum Board,PanCanadian and its partners pledged to spend more than $48 millionon exploration over the next five years. Other winning biddersinclude Canadian 88 Energy Corp., Murphy Oil, Petro-Canada andRichland Minerals.

Talisman Acquiring Rigel Energy

Talisman Energy Inc. of Calgary said it was successful in itsoffer to acquire Rigel Energy Corp. About 55 million common shareshave been tendered in response to its offer to purchase all of thecommon shares of Rigel Energy Corp. This represents more than 95%of Rigel shares on a fully diluted basis. All of the conditions ofTalisman’s offer have been satisfied. Talisman has taken up and ispaying for all of the Rigel common shares validly tendered up tothe expiry time of the offer. Talisman intends to acquire theremainder of the Rigel shares.

Cash Prices Level Off Despite Unchanged Influences

After much talk earlier in the week about how weak the cashmarket looks, it must have surprised some traders Wednesday to seeall but a few scattered points range from flat to as much as anickel higher. Between a neutral screen and no change infundamental factors, sources had trouble explaining why Tuesday’sprice skid came to such a quick halt only a day later. A marketersaid he wanted to suggest the “bears” had gone into hibernation,but it was too long before winter begins for that.
