Under the Clean Air Act, the U.S. Environmental Protection Agency determines the annual amount of Renewable Fuel Standard volumes that refiners and certain importers must blend into transportation fuels. This volume requirement is known as a Renewable Volume Obligation, and is determined by formulaic criteria established by the EPA.
