The Federal Energy Regulatory Commission is seeking comments through Dec. 28 from federal and state agencies, environmental consultants, inspectors, the natural gas industry, construction contractors and others on a draft pipeline Guidance for Horizontal Directional Drill [HDD] Monitoring, Inadvertent Return Response, and Contingency Plans [AD19-6]. The guide was written “to help industry professionals improve the quality and consistency of their HDD plans and, as a result, increase the efficiency and effectiveness of the Commission’s environmental review,” FERC said. Staff anticipates issuing a final version of the guidance in February.
