Phillips 66 said its Freeport LPG Export Terminal in Freeport, TX, is now fully operational. The company loaded its first contracted cargo on the Commander, a very large gas carrier that departed the terminal Friday.

Rockies Express Pipeline LLC (REX) continued to roll out its Zone 3 capacity enhancement project Friday, adding another 250 MMcf/d in east-to-west flows out of eastern Ohio, according to NGI’s Rockies Express Zone 3 Tracker.

Shareholders of Spectra Energy Corp. and Enbridge Inc. have voted to approve thecombination of Spectra with Enbridge Inc. in a stock-for-stock transaction. Of the common shares of Enbridge voted at a special shareholders meeting, 99.42% were voted in favor of the issuance of Enbridge shares as consideration for the transaction, and 99.80% of the Enbridge shares were voted in favor of proposed amendments to general bylaw No. 1 of Enbridge. More than 661 million, or about 70.5%, of outstanding Enbridge shares, were voted in person or by proxy at the meeting. About 73% of the total outstanding shares of Spectra common stock, and about 98% of the total shares voted at a special shareholders meeting, were voted in favor of the transaction. The combination will create the largest energy infrastructure company in North America and one of the largest globally, with a pro-forma enterprise value of about C$165 billion (US$127 billion), Spectra said. Completion of the transaction remains subject to other customary closing conditions. Closing is expected during the first quarter.

“It is an exciting time and a changing time in LNG [liquefied natural gas], that’s for sure,” Deloitte’s Andrew Slaughter told NGI recently. Perhaps it was an understatement.

Washington state’s regulatory commission took action on Thursday in separate cases involving a pipeline safety penalty for Cascade Natural Gas Corp. and general rate increase requests by Avista Utilities.

FERC on Thursday approved Tennessee Gas Pipeline Co. LLC’s (TGP) Southwest Louisiana Supply Project, which will provide an additional 295,000 Dth/d of firm transportation service on the pipeline’s 800 Line for delivery to an existing interconnection with Cameron Interstate Pipeline LLC in Cameron Parish, LA.

FirstEnergy Corp. subsidiary Allegheny Energy Supply Co. LLC (AE Supply) has struck a nonbinding agreement with an undisclosed party to sell 1,572 MW of natural gas and hydro generating assets for $885 million.
