Saying its Washington Ranch storage facility was experiencing maximum withdrawals, El Paso declared an Unauthorized Overpull Penalty situation Wednesday afternoon. It remained in effect Thursday.

Pacific Gas & Electric issued a systemwide Stage 3 high-inventory OFO for Friday. Penalties are $5/Dth for exceeding a 9% tolerance on positive daily imbalances.

Columbia Gulf reported discovery of a leak on its 24-inch line offshore Louisiana between Eugene Island 250 and the Bluewater Header. The leak is in the Block 240 area, the pipeline said, adding that repairs should begin in about three to four days. At that time 11 platforms on the Columbia Gulf and Tennessee systems will be shut in.

Sonat projected that a Type 6 OFO is “highly likely” Friday and Saturday for long imbalances. An OFO for short imbalances is unlikely, it said.

Citing “current inventory levels and the anticipated weekend storage injections being called upon by firm customers,” Dominion revised its Estimate of Capacity for Nov. 1 to limit secondary and interruptible receipts at various interconnects across its system until further notice. It said customers should refer to the revised posting for information on specific points.

Operator Northern Natural Gas said it has scheduled Nov. 2-13 pigging and maintenance on the Matagorda Offshore Pipeline System that has the potential to shut in all platform production. Pigs will be launched each Tuesday, Thursday and Saturday during this period. Scheduled volumes may be affected depending on the amount of liquids received, NNG said.
