Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO for Wednesday, setting the penalty for exceeding a stringent 1% tolerance on positive daily imbalances at $1/Dth.

Westcoast declared force majeure after a power failure caused a shutdown of the Fort Nelson Gas Plant Monday morning. Shipper account availability was reduced to 50% of current business levels for the rest of Monday’s gas day. The force majeure was canceled when the plant resumed full operations at 7 a.m. MST Tuesday, and no constraints were necessary that day, the pipeline said.
