El Paso had scheduled its Alamo Lake Station to be down Jan. 31 to change inlet scrubber and fuel filters. But because the units have tripped several times recently, the project has been accelerated to occur Friday. It will reduce capacity of the Havasu Crossover by 150 MMcf/d. The work will coincide with a scheduled outage of Line 1208 on the North Mainline to mitigate overall impact.

Citing the level of interest in capacity to the Mississippi delivery points of Kosciusko and Holmesville (interconnects with Texas Eastern and Transco, respectively), Gulf South will hold an on-line open season auction for FT service at 2 p.m. CST Tuesday. The capacity becomes available April 1 for a one-year term. The pipeline’s bulletin board has posted volumes available from Agua Dulce and Carthage in Texas, Venice and Bistineau in Louisiana, and Mobile Bay in Alabama (each package will be sold separately). The auction will be conducted at the www.gulfsouthpl.com web site. Gulf South proposes to offer each package for an initial period of 15 minutes, with extensions if bids are received in the last 60 seconds. Extensions will continue until the bidding stops. Panhandle Eastern has highlighted some of the key changes that will become effective upon its Feb. 1 implementation of FERC’s Order 637: The daily tolerance level for unauthorized overruns has been increased from 2% to 4%, and in addition, a monthly tolerance of 2% will be allowed. The current $15/Dth unauthorized overrun penalty will be replaced with a charge that fluctuates with spot prices. Panhandle has modified its tariff to provide for processing of primary point change requests in no more than two business days. Scheduling rules have been modified to give higher priority to “in-path” shippers. The transferability of rate discounts from primary points to secondary points will become more flexible.
