Florida Gas Transmission kept an Overage Alert Day notice for its market area in effect through at least Thursday and tightened the tolerance for negative daily imbalances from 15% to 10%.
Pacific Gas & Electric did not extend a high-inventory OFO beyond Thursday.
Kern River told customers Thursday it was operating with very high linepack, adding, “It is imperative that operators take delivery of quantities that are scheduled.” The pipeline also encouraged shippers to schedule delivery payback on an as-available basis.
Citing “current operating conditions” in which a winter storm has hit its service territory, Gulf South asked all shippers to balance their receipts with deliveries and to make them at a uniform hourly rate of flow “as practicable.” Failure to comply with these provisions could result in an OFO with penalties of $25/Dth, it said. “While these conditions exist, Gulf South will only be able to make nominated deliveries of gas which has been physically received into its system.” The pipeline welcomes nominations of payback gas from customers during this notice period.
Effective with the January production month and until further notice, El Paso Field Services is reducing ethane recoveries at its Chaco Plant in San Juan Basin from their previous levels to about 35% of wellhead test gallons. “This decision is based on current market conditions that indicate the value of extracted ethane is lower than the value of its [dekatherm heating value] equivalent,” EPFS said. Numbers reported in the meter shrink file will not reflect the effects of the reduced recoveries, EPFS said, so it will contact customers to communicate what, if any, additional dekatherm quantity will be available to the shipper’s account for scheduling at the plant outlet.
