El Paso declared an Unauthorized Overpull Penalty situation Saturday. It was still in effect Monday until further notice.

Saying timely nomination requests for flow north through the Kemmerer (WY) Compressor Station had fallen significantly, Northwest lifted long-running realignment and must-flow OFOs affecting Kemmerer. To the extent that capacity was available, Northwest resumed accepting shipper requests for alternate capacity through Kemmerer beginning with the evening cycle of Sunday’s gas day.

Florida Gas Transmission did not extend an Underage Alert Day notice for its market area beyond Friday.

Pacific Gas & Electric strengthened Saturday’s systemwide Stage 2 high-linepack OFO into a Stage 4 order Sunday. It tightened the tolerance for positive imbalances to 1% and raised penalties to $25/Dth. However, no OFO was in effect for Monday or today. Similarly, Southern California Gas kept Saturday’s Overnominations Day in effect through Sunday but did not renew it beyond that.

As it had cautioned shippers Friday (see Daily GPI, July 2), Sonat finally issued Friday evening an OFO Type 6 for Saturday’s gas day. The OFO was canceled Sunday, but Sonat noted that the week of July Fourth historically is a low-demand period on its system and that an OFO Type 6 can be implemented on four hours’ notice or less if necessary.

Saying it had been notified by Marathon that repairs of its glycol dehydration facilities were completed ahead of schedule, Texas Eastern resumed taking physical nominations Saturday at nine affected receipt points on the South Pass Lateral.
