After warning Thursday that one might become necessary, El Paso on Friday declared a systemwide Strained Operating Condition due to high linepack. The tolerance for positive daily imbalances was set at 10%.

In issuing an OFO Cap Day effective Sunday to adjust citygate delivery limitations for six pipelines that were implemented in mid-December (see Daily GPI, Dec. 15, 2011), Nicor Gas said the action was needed due to forecasts of colder temperatures in its service territory. See the bulletin board for new volume caps on each pipeline.

Transco said it continues working to complete the required actions to safely return to service Line “C,” which ruptured early last month in a rural area near Sweetwater, AL (see Daily GPI, Dec. 7, 2011), but has completed repairs on adjacent mainline “B.” The Line “C” outage has negatively impacted system operating flexibility, Transco said, and the coldest temperatures so far this winter are forecasted early this week throughout its market area. It urged all shippers to stay in balance on receipts and deliveries in order to avoid the possibility of an OFO.

Noting compressor station maintenance scheduled for Wednesday on the Southeast Supply Header (SESH) system, Southern said deliveries to Southern via SESH from CenterPoint, Gulf South and ETC Tiger will be limited to 374,143 Dth/d that day.

Central New York Oil and Gas has shut in until further notice the CHES-INJ meter, its Stagecoach Storage interconnect, due to high moisture levels, according to a posting on the Millennium Pipeline bulletin board. Due to the Stagecoach restriction, Millennium said it began making flow reductions Friday to match reduced supply volumes.

CIG said the new Gun Barrel delivery point operated by Encana Oil & Gas (USA) in Wyoming would become available for service Sunday. The point has operational capacity of 7.5 MMcf/d.
