Tennessee said due to limited operational flexibility, mild weather and tests of affiliate Southern‘s Bear Creek storage field starting Tuesday (see below), it will implement a systemwide OFO Action Alert effective Wednesday until further notice for all Balancing Parties. Due to its inability to provide transportation services from Main Pass 260 to the onshore Pascagoula Gas Plant in Mississippi during an Oct. 24-Nov. 9 turnaround maintenance outage of the plant, Destin said it has arranged for an alternate offshore delivery point to minimize shipper impact. Viosca Knoll Gathering System (VKGS) has indicated its willingness to accept deliveries on a best efforts, interruptible basis from Destin at its Main Pass 260 interconnect, subject to receipt of any necessary regulatory approvals. Destin offshore receipt points will see higher operating pressures for the duration of the plant turnaround, the pipeline said. It is expected that the target pressure at Main Pass 260 will be approximately 1,250 psig. Destin said it has removed all freestanding liquids from its system and does not anticipate any liquid buildup during the VKGS reversal.

Citing changing operational conditions, affiliated pipelines Columbia Gas and Columbia Gulf lifted Monday their respective Critical Day for storage and AutoPAL (Park and Loan) restrictions.

Millennium reported that the Pipeline and Hazardous Materials Safety Administration (PHMSA) had granted its request to restore mainline pressure to 1,200 psig, based on Millennium’s engineering analysis after it completed integrity assessment work required under a Consent Agreement with PHMSA that showed there were no actionable anomalies or weld defects. The affected segment and point capacities were returning to normal operating levels early as field adjustments to increase the pipeline pressure are under way, Millennium said, adding that the OFO that was implemented to protect the system’s integrity during the period of reduced pressure will be lifted. However, pools will be limited to a 1,000 Dth/d imbalance tolerance, but larger daily imbalances to reduce a cumulative imbalance will be accepted if pipeline conditions permit, Millennium said.

Southern noted that a scheduled shut-in test will occur Tuesday through Oct. 25 at Bear Creek Storage Field in northwest Louisiana, during which a force majeure will be in effect. See the bulletin board for details of restrictions on CSS customers’ daily injection/withdrawal quantities.

Florida Gas Transmission (FGT) said unscheduled maintenance that began Oct. 5 at the FGT/Tennessee Carnes Interconnect between FGT Stations 9 and 10 has been extended through Oct. 31.
