Due to limited takeaway capacity during Stagecoach Storage maintenance that began Wednesday and will continue through Thursday (see Daily GPI, Sept. 6a), Tennessee said its operational flexibility to manage imbalances in Zone 4 on Line 300 between Stations 315 (Wellsboro, PA) and 321 (West Clifford, PA) is restricted. Thus it declared an Imbalance Warning for the line in Zone 4 Wednesday, requiring all delivery point operators between the two stations to keep actual daily takes out of the system equal to or greater than scheduled quantities regardless of their cumulative imbalance position. All receipt point operators in the segment are required to keep actual daily receipts into the system equal to or less than scheduled quantities regardless of their cumulative imbalance position.
Destin ended its offshore force majeure (see Daily GPI, Sept. 6b) Wednesday afternoon. However, the pipeline said it still could not accept nominations for transportation from the offshore receipt points to its onshore delivery points because of a force majeure inability of the Pascagoula (MS) Gas Processing Plant to deliver pipeline-quality gas at the tailgate. Destin reported being notified by the plant operator that the facility had sustained minor damage due to Tropical Storm Lee. It is estimated that the plant will resume processing around Sunday; meanwhile, Destin said it is pursuing alternate offshore delivery points to minimize the impact.
El Paso reported experiencing a turbine failure Wednesday morning at Seligman 1B Compressor Station, adding that the unit’s extensive internal damage will require replacement of the turbine components. Declaring a force majeure, El Paso said preliminary investigation indicated that the unit will remain out of service until Oct. 7, resulting in an associated capacity reduction of 113 MMcf/d on the North Mainline.
Gulfstream canceled Tuesday an Operations Advisory that had been issued Sept. 1 to avoid excess linepack going into the Labor Day weekend.
Gulf South said it had cleared the Rabbit Island Production Energy location to resume flow. Twelve other offshore receipt points upstream of the Burns Point Processing Plant remain shut in (see Daily GPI, Sept. 7).
Transco plans maintenance at Station 100 near Billingsley, AL, from Friday through Sept. 18, during which IT services through Station 90 may not be available. The pipeline also said it had completed unscheduled repairs on its facilities at Ship Shoal 214 and allowed flows to resume last Friday at the Ship Shoal 214F and South Timbalier locations.
ANR said it resolved gas quality issues at the FEIKERT location on its Southwest Leg and and lifted all associated capacity restrictions.
