A day after ending a low-inventory OFO, Pacific Gas and Electric issued a systemwide Stage 2 high-inventory on its California Gas Transmission system for Friday, setting penalties of $1/Dth for exceeding a 5% tolerance on positive daily imbalances.

Florida Gas Transmission ended an Overage Alert Thursday after it had been in effect for only one day.

Tennessee lifted Thursday afternoon a meter/contract-specific Balancing Alert OFO for five meters but left it in place for four others (see the bulletin board for a list). Those meters still under the OFO are required to maintain actual daily flow rates not exceeding 2% or 500 Dth, whichever is greater, above scheduled quantities.

Maritimes & Northeast (M&N) said the Canaport LNG facility in Saint John, NB, began a planned outage Thursday that is anticipated to be completed before the end of the month. Supplies from Canaport are normally delivered to the U.S. section of M&N via Brunswick Pipeline. Due to limited operational flexibility, M&N said it is not allowing resolution of due-shipper imbalances nor creation of due-pipe imbalances until the work is completed. See the bulletin board for M&N suggestions on potential alternate sources of supply during the Canaport downtime.

Texas Eastern reported discovering a “pipeline condition” on its Line 21 in South Texas upstream of the Wilcox Plant that required seven meters between Milepost 16.30 and the plant to shut in Thursday for the duration of outage repairs. All other meters on Line 21 were not impacted. The pipeline anticipated that the line would return to service by the start of Friday’s gas day.

Enogex said unscheduled pipe maintenance required it to temporarily remove Line 19 in its East Zone from service. The outage, which Enogex expects to last at least 21 days, impacts its ability to take gas at five receipt points. Based on current nominations and system conditions, the pipeline said it did not anticipate needing to curtail any nominations at those points, but it will not be able to increase their receipts.

Effective Friday Nicor Gas will remove an OFO Cap that had been in place since Tuesday for deliveries from Northern Natural Gas at the East Dubuque interconnect.
