Southern California Gas declared a high-inventory OFO for Monday but as of that afternoon had not renewed it for Tuesday. SoCalGas said it would assess Buy-Back charges to customers who delivered into its system more than 110% of their actual gas usage on the OFO day.

Pacific Gas and Electric allowed a previous systemwide Stage 2 high-inventory OFO to expire Monday but issued a new one for Tuesday with penalties of $1/Dth for exceeding an 11% tolerance on positive daily imbalances.

Citing improved operating conditions, Tennessee lifted the OFO Action Alert in Zones 5 and 6 Monday. However, due to the Hebron/Ellisburg storage field test and linepack conditions, the OFO Action Alert will remain in effect in Zones 0, L, 1, 2, 3 and 4 for all Balancing Parties until further notice, Tennessee said.

Transco ended Monday an Imbalance OFO that had been initiated Saturday. Operating conditions have improved, Transco said, but its flexibility to manage any creation of due-shipper imbalances remains limited.

Southern Natural Gas implemented a Type 6 OFO for long imbalances on Saturday and kept it in effect through Sunday before canceling it Monday.

Northern Natural Gas did not extend a System Underrun Limitation for all market-area zones beyond Sunday.

Southern California Gas lost 315 MMcf/d of injection capacity Monday due to the start of major overhauls on all three turbine-driven compressor units at Aliso Canyon storage facility. The reduction is expected to last through April 1.

An operational problem is limiting available capacity at the Meeker receipt point to 50,000 Dth/d, Northwest said. For Monday’s gas day it was asking customers to realign — to the extent possible — their supplies down to the elapsed pro-rata quantities (50%) in the Intraday 2 nominations cycle over to the Wild Horse receipt point off the White River Hub interconnect. “Once the shipper nominations have been realigned, Northwest and its interconnecting parties have agreed to mitigate the remaining impacts to its customers,” the pipeline said.
