Pacific Gas and Electric belatedly issued a systemwide Stage 2 high-inventory OFO for Wednesday on its California Gas Transmission system, setting penalties of $1/Dth for exceeding a positive imbalance of 8%. The OFO was extended through Thursday, when the tolerance will tighten to 5%.

CIG said it had evaluated a Strained Operating Condition (SOC) that was implemented Sept. 1, and based on current operating conditions the SOC remains in effect until further notice. It was issued due to unusually high storage inventories for this point in the injection season, CIG said, which limit its ability to absorb imbalances.
