Pacific Gas and Electric issued a new systemwide Stage 2 high-inventory OFO for Wednesday, setting penalties of $1/Dth for positive daily imbalances exceeding a 7% tolerance. Meanwhile, Southern California Gas kept the high-linepack OFO it had declared for Tuesday, with an imbalance tolerance of 10%, in effect through Wednesday.

Questar reminded customers of the reservoir test of its Clay Basin storage facility that begins Wednesday, noting that it had issued OFOs last month to all FSS customers indicating their required withdrawal volumes. Through next Monday the field will be limited to physical withdrawals only, with no injection nominations accepted. On Tuesday (March 30) the reservoir will be conditioned at a constant withdrawal rate of 275 MMcf for 24 hours, followed Wednesday by a reservoir test at a constant withdrawal rate of 325 MMcf for 24 hours, the pipeline said. During the April 1-14 period the field will be shut in and only transfer nominations will be processed. Also, Questar will not accept any imbalance payback nominations to or from the pipeline from March 30 through April 14. Normal Clay Basin operations are scheduled to resume April 15.

NOVA said discussions with producers over the course of the past winter indicated that the potential associated with their northeast British Columbia (BC) prospects “has grown significantly.” As a result, the northeast BC production growth may exceed the capacity of existing transmission infrastructure “earlier than expected, possibly within the next year or two.” NOVA noted that it is well positioned to meet growth plans with its Horn River and Groundbirch projects (see Daily GPI, Feb. 24), as well as other prospective projects. But to ensure that the TransCanada Corp. subsidiary can meet customers’ future transmission needs, NOVA is assessing ” how best to serve this growth potential from locations in northeast BC for service to the Alberta Hub,” where NOVA Inventory Transfer service is available. Interested shippers were asked to contact their customer account managers by May 1 to submit an application for service to be included in the evaluation process.
