Pacific Gas & Electric belatedly declared a systemwide Stage 2 high-inventory OFO for Tuesday but allowed it to expire Wednesday.

Noting that anomaly repairs between the Moab and Pleasant View compressor stations began Tuesday and will continue Wednesday, Northwest said Pleasant View has zero capacity available. Because primary firm nomination requests were still being made through the station, Northwest notified shippers of a Declared Deficiency Period starting Tuesday. Based on a Pleasant View design capacity of 352,446 Dth/d, the Daily Deficiency Volume is 352,446 Dth/d, the pipeline said.

Having reported Oct. 20 that one unit at its Laramie (WY) Compressor Station had been taken out of service for maintenance through Dec. 12, CIG said Monday a second unit at the station had failed and was estimated to be unavailable through Friday. CIG declared a force majeure and cut Laramie capacity by 30 MMcf/d to 650 MMcf/d, where it will remain until the unit is back in service, which is expected to be Saturday’s gas day.

Based on high inventory levels at its Clay Basin storage facility, effective Wednesday Questar will not allow increases in ISS inventory by either injection or in-place transfer. This limitation will remain in effect until inventory levels at Clay Basin recede, Questar said.

Kern River said it anticipated completing expansion of the Centennial delivery meter Wednesday. The meter will then be available for nominations and confirmations up to the new design capacity of 193,000 Dth/d, an increase of 93,000 Dth/d, the pipeline said.

Tennessee said Tuesday it had postponed until sometime in 2009 the closing of Side Valve 823X-3711C, which had previously been scheduled for Wednesday through Nov. 12. The closing, which was part of a project involving partial abandonment of Line 823X-3700, will require suspension of flows at the South Marsh Island 238 meter.
