After belatedly issuing a customer-specific low-inventory OFO for Thursday, Pacific Gas & Electric expanded it into a systemwide Stage 2 low-inventory OFO for Friday on its California Gas Transmission system. Penalties of $1/Dth were set for customers exceeding a 7% tolerance for negative daily imbalances.
Noting that it had lifted Tuesday a Strained Operating Condition that had been in effect since Sept. 3 due to storage inventory limits, CIG said pipeline load factors and imbalance conditions were escalating at a pace that it could not sustain. “At these high flow rates the system is highly sensitive to transportation and operational imbalances and has little or no ability to accommodate imbalance makeup activity,” the pipeline said. “Additionally, CIG’s daily injection rates are currently at or near the operational field limits. The high injection rates further limit CIG’s ability to absorb imbalances caused by mismatches between scheduled receipts and deliveries or those arising from variations in actual gas flow relative to scheduled quantities.” See the bulletin board for a list of actions that CIG implemented Thursday to remedy the situation.
TGT declared a force majeure in reporting that it will reduce capacity Friday in its Eunice East segment in South Louisiana from 563,000 MMBtu/d to 520,000 MMBtu/d until further notice due to unscheduled maintenance that began Tuesday at the Youngsville Compressor Station (see Daily GPI, Sept. 29). Citing “current operational conditions,” TGT will end the Youngsville East capacity reduction Friday and said it will manage the station’s maintenance by adjusting available capacity on Eunice East instead. TGT said the tentative date for completing the Youngsville work remains in mid-October. Based on current Eunice East nominations, it expects the reduced capacity to affect Firm Primary deliveries in the segment.
Noting that it began engine repairs Thursday at the La Plata B Compressor Station, Northwest said Primary firm nomination requests through the station exceeded the available capacity of 285,000 Dth/d. Northwest implemented a Declared Deficiency Period Thursday and said that based on a design capacity of 348,000 Dth/d, the Daily Deficiency Volume is 63,000 Dth/d. “Unless otherwise communicated, the Deficiency Period will continue through Friday,” the pipeline added.
Tennessee notified customers that it has curtailed Interruptible Storage (IS) service in its Northern Storage facilities due to high storage balances, the need to ensure operational flexibility and the need to serve higher priority customers. Tennessee said it is requiring that 100% of any IS customer’s balance under an IS-MA storage agreement be withdrawn by Oct. 21. “Because of the amount of time available to complete withdrawals and the quantities of gas involved, customers, at this time, will not be required to withdraw gas at the minimum daily rates,” Tennessee said. Such withdrawals cannot be satisfied by transferring the gas to another agreement unless it is an FS contract, it said.
Algonquin reported that while conducting a Department of Transportation-mandated Pipeline Integrity Project, it determined that further detailed investigations between the Stony Point and Cromwell compressor stations on its 30-inch diameter line are required. Effective Friday the line must be operated with pressure reductions between the stations in order to complete the investigations, Algonquin said. “It is anticipated that the investigations and possible repairs will take approximately 10 days to complete. As work progresses a more definitive end date will be posted.” Shippers looking for alternate flow path options can source gas from the Tennessee Gas Mendon, Maritimes & Northeast Beverly and Distrigas Everett receipt points to avoid the Stony Point to Cromwell restriction, the pipeline said, adding that it will schedule based on the capacity available during these investigations.
