CIG said Monday current weather conditions and the short-rangeforecast would allow it to lift today the OFO that took effect Nov.11. However, because of high storage inventories and the resultantinflexibility in handling excess positive imbalances orabove-contract injections, the pipeline declared a StrainedOperating Condition effective today until further notice. Nopayback nominations are being accepted.

After saying last week it had to delay use of its new on-lineprogram, Transportation Management System, for December nominationsfrom Nov. 20 to Nov. 24 (see Daily GPI, Nov. 22), Florida Gas Transmissionannounced Monday it would not implement TMS for December businessafter all. Customers should keep using their current methods (EDI orEDM Flat File) of sending nominations until further notice, FGTsaid. Due to Y2K (Year 2000) concerns, the new system also will not beimplemented for January business, making the earliest possible startupduring the February 2000 bidweek, the pipeline added.

Citing forecasted mild weather in its market area, Transco saidit will not allow receipt make-up transactions from Wednesdaythrough next Monday. Make-ups will be allowed to resume Nov. 30.

Saying engine maintenance at the Bear Creek (LA) StorageFacility had been completed, Sonat lifted Monday the associatedforce majeure that was implemented Nov. 1.

Noting continued OFO restrictions by CIG and its own currentstorage position, Public Service Co. of Colorado said Monday it andaffiliate Cheyenne Light Fuel and Power will maintain a ban onaccepting imbalance payback gas through Nov. 30. If conditionsimprove before then, PSCo said, a notice on lifting the restrictionwill be posted on its bulletin board one business day in advance.
