Southern California Gas declared a high-linepack OFO for the Evening nominations cycle of Friday’s gas day, saying it will assess Buy-Back charges in accordance with its rules and tariffs to customers who deliver into its system more than 110% of their actual gas usage on the OFO day.

Northwest reported completing maintenance Wednesday at Buhl Compressor Station. It ended the associated Declared Deficiency Period (see Daily GPI, March 26) and restored the station’s design capacity for Thursday’s gas day.

While performing routine pipeline inspections, Southern Natural Gas said it determined that a section of the 14-inch diameter Chattanooga Line in northern Georgia must be removed from service for an estimated four days of repair beginning Friday. Due to mild weather in its service area, Southern does not anticipate any impact to flowing volumes on the line, but said customers could see lower pressure during the outage. Deliveries in the Chattanooga, East Tennessee and Tallapoosa groups could be potentially impacted, the pipeline added.

Southern also reminded customers that the Army Corps of Engineers must perform maintenance on the Mississippi River levee just downstream of White Castle Compressor Station on Southern’s West Leg in South Louisiana. The maintenance will require depressurization of both the 24-inch diameter and 30-inch diameter White Castle-Franklinton Loop Lines. “Based on the best information available,” Southern said, the lines will be taken out of service for four to five days at the start of next Tuesday’s gas day. During this outage there will be no West Leg capacity through White Castle and upstream receipts will not be scheduled unless the shipper nominates to a corresponding delivery point that is also upstream of White Castle. The pipeline said it will declare a force majeure in connection with the outage. Based on long-range weather forecasts, Southern does not anticipate having to implement a Type 6 OFO for short imbalances, but one is possible if sufficient supply is not scheduled. See the bulletin board for a list of possible alternate supply points that may help customers in scheduling gas during this outage.
