With its projected linepack threatening to sink well below minimum target levels, Pacific Gas & Electric made a belated declaration of a systemwide Stage 2 low-inventory OFO for Wednesday on its California Gas Transmission system and extended the OFO through at least Thursday. The penalty for exceeding a negative daily imbalance tolerance of 5% was set at $1/Dth on both days.

Due to cold weather in its service area and low East Line supply nominations, MRT is issuing a System Protection Warning (SPW) effective Thursday until further notice. See the bulletin board for a list of SPW conditions. Saying it has capacity available on the East Line, MRT encouraged shippers who were relying on Main Line IT and/or Authorized Overrun service to re-source supply to the East Line or reduce applicable delivery volumes in order to avoid OFOs.

Saying Wisconsin temperatures have dropped well below forecasted levels, ANR declared an Extreme Condition that lowers the “Swing Percentage” (imbalance tolerance) from 10% to 5%. In addition, ANR is not allowing any Unauthorized Overrun service under Rate Schedules FTS-1, FTS-2, FTS-3, FTS-4, FTS-4L, STS and ETS. See the bulletin board for other Extreme Condition restrictions. The pipeline told shippers who use the interconnect with Viking Gas Transmission at Marshfield, WI, that due to severe weather in the state it has become increasingly important that ANR maintain sufficient receipt volume nominations there to insure system integrity. ANR said it will closely monitor the situation, and if necessary take further action up to and including the issuance of an OFO.

ANR also has begun unplanned engine repairs at Sandwich (IL) Compressor Station in the Northern Fuel Segment (ML-7). ANR said it anticipates that only Firm Primary delivery nominations will be scheduled for all locations north of Sandwich, and that the restriction will continue through Monday.

Effective Thursday Northwest is lifting a Recall Advisory along with Realignment and Must-flow OFOs through the Kemmerer (WY) Compressor Station. The pipeline said its action is due to primary volumes currently being nominated through Kemmerer approximating the operationally available capacity, and Northwest’s storage balance north of Kemmerer is currently in excess of the OFO threshold level of 1.2 Bcf.

Northern Natural Gas extended a System Overrun Limitation (SOL) through at least Thursday in market-area Zone EF, but said the SOL for Zones ABC and D would no longer be ineffect after Wednesday.

Reporting low linepack systemwide Wednesday, Kern River said its linepack had decreased by approximately 225,000 Dth during the Monday and Tuesday gas days “primarily due to drafting by delivery point operators.” Customers who have due-pipeline imbalances were encouraged to arrange payback as soon as possible “to ensure the integrity of the system is not further jeopardized.”

Signaling that linepack was returning to normal after having been depleted by an extended period of severe cold, NOVA returned its imbalance tolerance range to the normal -4 /+4 Wednesday.

Florida Gas Transmission (FGT) has scheduled maintenance on one unit each at three compressor stations that is to begin Feb. 1 and is expected to last until approximately the end of the month. At Station #6 FGT will schedule up to about 225,000 MMBtu/d during the work; it normally schedules up to 300,000 MMBtu/d there. The comparable numbers are 385,000 MMBtu/d and 465,000 MMBtu/d at Station #7 and 900,000 MMBtu/d and 1,000,000 MMBtu/d at Station #75.

A gas quality problem has been reported at the Unit Petroleum Jones #1-16 Custer receipt point in Custer County, OK, NGPL said. It made the point unavailable for nominations Wednesday until further notice.
