ANR noted Thursday that weather forecasts in much of its market area for Friday through the upcoming weekend “project temperatures near or below zero degrees Fahrenheit.” In order to preserve system integrity, ANR declared an Extreme Condition that begins Friday until further notice and will lower the “Swing Percentage” (imbalance tolerance) from 10% to 5%. In addition, ANR is not allowing any Unauthorized Overrun service under various rate schedules and will not schedule any Interruptible Park and Lend Service until further notice. Citing forecasts of severe cold, MRT issued a System Protection Warning (SPW) that takes effect Friday until further notice. See the bulletin board for a list of SPW conditions.

Due to “colder temperatures forecasted for the coming days,” Northwest declared a Stage II (8% imbalance tolerance) Overrun Entitlement for all receiving parties north of the Kemmerer (WY) Compressor Station beginning Friday. The entitlement will continue through the Martin Luther King Day holiday weekend, Northwest said, and the need for an ongoing entitlement will be reevaluated next Tuesday.

Southwest Gas declared a “hold to burn” notice Thursday that was attributed to “consistent and repeated overpulls from transportation customers and requests from Southwest’s upstream pipelines to pay back gas that has been drafted over the last several days.” Southwest asked for shipper cooperation in “replenishing the negative imbalance that has been created on the upstream pipelines over the last several days due to the actions of transportation customers. Also, negative daily nominations for imbalance paybacks from Southwest to customers have been eliminated…until further notice.”

Southern Natural Gas expects the OFO Type 6 for short imbalances that it implemented Thursday to continue through at least Sunday.

Gulf South said unscheduled maintenance on Carthage Junction Compressor Station’s Unit #2 has been extended through Sunday. It had expected the work to last about three days when it began Monday (see Daily GPI, Jan. 15).
