Saying cold weather was forecasted to continue in Florida through Tuesday night and its linepack was lower, Florida Gas Transmission kept an Overage Alert Day issued Sunday for customers in its market area in effect through at least Tuesday, but loosened the tolerance for negative daily imbalances from Monday’s 15% to 20% Tuesday.

TGT reminded firm storage customers that they are required to withdraw no less than 68% of their Maximum Seasonal Quantity (FSS) or Unnominated Seasonal Quantity (NNS and SGT) by April 1. “Due to record warm winter temperatures experienced in many of the markets we serve, some customers may have difficulty complying with this minimum seasonal withdrawal obligation,” the pipeline continued. It said several customers have asked if TGT intends to fully enforce the minimum withdrawal obligation this winter. TGT desires to assist its storage customers, it said, but for operational reasons (deadweight tests, reservoir protection, etc), it cannot simply eliminate this obligation. Notice was given that if storage inventories continue to remain at unseasonably high levels, TGT will issue an OFO directing firm no-notice and storage customers to comply with the 68% minimum withdrawal requirement. However, TGT also said it intends to waive the penalty for violations of this OFO on a nondiscriminatory basis for all affected customers who have withdrawn at least 45% of their storage inventory by April 1. Customers who have not withdrawn at least 45% of their maximum seasonal storage quantity will be subject to an OFO penalty for all quantities in their account on April 1 in excess of the 68% minimum withdrawal.

CenterPoint declared an Operational Alert, saying that effective with the start of Wednesday’s gas day its delivery capacity at Columbia Gulf/Perryville (South) in northeast Louisiana will be limited to 265,000 Dth/d due to unscheduled repairs at Delhi Station. The unscheduled maintenance is expected to last between two and four days. CenterPoint anticipates that no IT capacity will be available at the point during the work, and to the extent necessary, firm delivery nominations will be reduced and scheduled in accordance with the pipeline’s tariff. Shippers will be allowed to transport to non-Columbia Gulf/Perryville (South) secondary points at the Perryville Hub as permitted by their transportation agreements.

TGT has scheduled maintenance expected to last six hours on the west end of the Sharon Carthage system for Wednesday. The work requires that the 2102 Champlin, 9805 Delhi and 9884 Valero Carthage meters must be shut in. Therefore, the capacity in this section will be reduced to 200,000 MMBtu Wednesday.

Because of colder temperatures being predicted in its market area for the next two weeks, Northwest requested that customers closely align their markets and supplies to avoid drafting of the system. If excessive drafting occurs, Northwest said it will declare customer-specific and/or general entitlements for overruns for receiving parties located north of the Kemmerer (WY) Compressor Station bottleneck.

Columbia Gulf said it began accepting up to 125,000 Dth/d in receipt nominations from the Targa-Venice Plant in southeast Louisiana effective with intraday nominations Tuesday.
