The New York Mercantile Exchange (Nymex) will launch over-the-counter (OTC) energy clearing services for 25 of the most commonly traded OTC energy contracts, giving the energy markets new products to trade, much needed trading security and new trading flexibility. Nymex plans to launch the services on May 31.

Transco Plans Expansion in Virginia, NC
Moving in on an already crowded Mid-Atlantic field, Williams’ Transco Pipeline announced it is soliciting interest for a capacity expansion in its Zone 5, to run from Station 165 in Pittsylvania County, VA to Hertford County, NC.

Texas Eastern said it had finished valve repairs on its Venice Lateral in the East Louisiana Zone (see Daily GPI, July 26) and brought the line back into service Thursday morning, allowing affected production to resume at scheduled volumes. Shipper imbalances incurred during the brief outage may be made up through the end of the month, Texas Eastern said.

Texas Eastern will require the shut-in of all production upstream of the Provident City Plant on its Wilcox System in the South Texas Zone starting Tuesday due to anomaly investigations and the subsequent pipe repair needed. The work is expected to be completed sometime Saturday in order for gas flow to resume Sunday.

More favorable operating conditions allowed Texas Eastern to cancelMonday the OFO for its M-3 market zone that began a week earlier (seeDaily GPI, Jan. 19). All M-3 OperationalBalancing Agreements that were suspended are back in effect, Tetcosaid, and storage nominations may be restored to pre-OFOlevels. However, a restriction on IT gas sourced upstream of M-3 anddelivered there is still in effect. Due-shipper imbalance gas may betaken in all zones again, Tetco said, as long as it is scheduledproperly and taken evenly through the rest of January. Downstreamaffiliate Algonquin similarly canceled Monday the Critical SystemWarning it had posted Jan. 17 (see Daily GPI, Jan. 19), but left in place restrictions onmainline forward hauls for Authorized Overrun gas, interruptibleservices and due-shipper makeup gas.

As in last Friday’s OFO that was suspendedSaturday morning (see Daily GPI,Jan. 18), non-compliance penalties are $25/dth and all M-3Operational Balancing Agreements are suspended for the purposes ofhourly allocations only.

After raising its IT availability into the Zone 6-NYC pool to itshighest level in more than a month Tuesday (see Daily GPI, Jan. 11), Transco said that effectiveFriday there will be only about 25,000 dth/d of IT available throughthe Linden (NJ) Regulator Station and zero IT upstream of Station 90and on the Leidy Line for deliveries downstream of Centerville, NJ.

Transco continues to ratchet upward IT availability into itsZone 6 market-area pool. Effective today until further notice, thepipeline said Monday, 100,000 dth/d each of interruptible capacitywill be available through the Linden (NJ) Regulator Station and forLeidy Line deliveries downtstream of the Centerville (NJ) RegulatorStation. It will offer another 100,000 dth/d of IT between Stations90 and 180 in Tiers I and II, but zero will be available in TierIII (Station 180 through East).

Five meters at the discharge side of Longview Station on theWillow Springs Lateral in Texas Eastern’s East Texas zone will beshut in today through June 21 for road crossing work and anomalyrepair. The project was delayed two days from a previouslyscheduled Monday start. The same meters will remain shut in June22-27 for previously posted Department of Transportation-relatedwork. In a separate project, Texas Eastern will require the shut-inof all meters upstream of the Iowa (LA) Plant June 21-27 as itupgrades and installs new facilities on Line 41 between Iowa andthe Grand Chenier (LA) Station. The plant’s annual maintenanceshutdown will coincide with the Line 41 outage.
