The U.S. Occupational Safety and Health Administration (OSHA) Region 6 office in Dallas is holding a volunteer effort through Feb. 28 to train exploration and production workers about health and safety issues at sites in Arkansas, Louisiana, New Mexico, Oklahoma and Texas. The National Service, Transmission, Exploration & Production Safety Network, commonly known as STEPS, is participating. Participating companies may choose to hold training events at their work sites with OSHA materials. A commitment form and training tools to conduct job site inspections is available online through the OSHA Education Center at the University of Texas Arlington website.

Mexico’s Petroleos Mexicanos (Pemex) was reported Thursday on both sides of the U.S.-Mexico border to be contemplating layoffs of up to 15,000 workers as apart of an overhaul of the government’s energy supply operations. However, NGI sources in California and Mexico City said it may be premature to talk about the possible downsizing of a workforce that is 72% union represented. “Given new appointments [to senior positions], there is a plan to reorganize the company into upstream and downstream segments,” said a Mexico City source who follows Pemex. A total restructuring is “still in process, so nothing has happened so far,” the source said. In California, an energy attorney specializing in Latin America said he had not heard of any layoffs, but any such move would be part of Pemex’s upcoming “modernization and streamlining efforts.” A spokesperson for Sempra Energy, which has extensive holdings in Mexico, said the company’s Mexico City office was unaware of any Pemex plans for layoffs.

Dominion Resources Inc. has secured a long-term natural gas gathering service agreement in northeastern Ohio with M3 Ohio Gathering (Momentum) to process wet gas from the Utica Shale and is readying several projects in the Utica and Marcellus shale region to expand capacity services, CEO Tom Farrell said Thursday.

Workers have returned to most oil and gas production facilities in the Gulf of Mexico (GOM), but more than a quarter of natural gas production that was shut-in ahead of the arrival of Hurricane Isaac last week remained shuttered Wednesday, according to the Bureau of Safety Environmental Enforcement (BSEE).

Pacific Gas and Electric Co. was placed on the defensive last week by reports that suggested that as recently as four years ago the combination utility was encouraging workers to defer natural gas pipeline leak repairs. The combination utility responded and said it took exception to the allegations, which date back to 2008.

As oil and gas companies look to hire local workers in eastern Ohio’s booming Marcellus and Utica shales, local and company officials say they are keeping a cautious eye on the issue of drug abuse in the region.

The body of an oil worker, one of 10 workers who were forced to abandon a liftboat in the southern Gulf of Mexico (GOM) during Tropical Storm (TS) Nate, has been recovered. Geokinetics Inc. CEO Richard Miles said that the victim, one of three employees who were aboard the liftboat Trinity II, was recovered Thursday. Miles said the second employee was among the seven men rescued on Sept. 12 but he died shortly afterward. He said the third employee was still recovering in a hospital Friday. The Trinity II was supporting an ocean bottom cable project in the Bay of Campeche for Geokinetics, which performs seismic testing for the oil and gas industry (see NGI, Sept. 12). The company said TS Nate disabled the liftboat and forced the crew to abandon ship and board a life raft.
