Avista: 3 Wins, 2 Losses in Week; Trading Unit Sold to Coral

Like any decent sports team, Spokane, WA-based Avista Corp. posted more wins than losses this month in the wake of selling its trading/marketing arm, Avista Energy, to Shell’s Coral Energy Holding LP. Nevertheless, on a preliminary basis, Avista Energy showed a loss of 14 cents/diluted share for the first quarter this year, compared to 10 cents/diluted share in profits for the same period last year, the parent company reported last Wednesday. The Avista utility unit also lost a state of Washington court fight over a proposed new electric transmission line.

FERC last Tuesday issued a favorable draft environmental impact statement (DEIS) to KeySpan LNG to convert an existing storage terminal in Rhode Island to a liquefied natural gas (LNG) import terminal and for Algonquin Gas Transmission LLC to build a small connecting pipeline to the proposed facility.

Elections May End Energy Bill Stalemate, or Not

If President George W. Bush wins a second term, it’s “more likely” the standoff in the Senate over the comprehensive energy bill will be resolved “sooner rather than later,” according to a key gas industry lobbyist. But the White House occupant “is not the pivotal issue” when it comes to passing energy legislation, countered Charles Swab analyst Christine Tezak. The “incredibly thinly divided Senate” is the key factor.

Gas Transmission Northwest Wins ROFR Waiver on Remand, But Conditions Attached

FERC on remand last Wednesday approved a tariff proposal for Gas Transmission Northwest Corp. (GTN) to enter into pre-arranged deals with shippers for available transportation service to start at a future date, and it granted the pipe’s request for a waiver of its right-of-first-refusal (ROFR) requirement so other shippers could use the capacity in the interim. But it wasn’t a clean sweep for GTN. FERC made significant changes.
